How the suggestions would work
Many adoption forms use hard rules, like "no garden, no dog". We would rather look at the whole picture: a 3-mile daily runner in a third-floor flat can be an exceptional home for an energetic hound if adequate mental stimulation and off-leash park access are provided.
Suggestions would look at exercise, noise and time alone. Each one comes with questions to ask the shelter.
